Modernisation is the program that replaces or renews the core and the processes around it. Migration is the move of customers, products and data onto the new platform, usually through one or more cutover events.

The usual causes are underestimated data migration, too much product and process complexity carried across, and business readiness that lags the technology. Each tends to surface late, at testing or rehearsal, when changing course costs the most.

CPS 230 requires banks to manage operational risk and keep critical operations within tolerance through disruption. A core migration changes a critical operation, so the board will expect evidence that resilience, rollback and service provider risks are understood and controlled.
